Reducing REACH compliance costs by enabling suppliers to upload their substances declarations to one location for all participating manufacturers to access
REACH requirements for component suppliers and equipment manufacturers
REACH introduces a wide range of requirements on component suppliers and equipment manufacturers which are discussed in detail in the ENVIRON/COCIR Guide.
In particular, REACH introduces new requirements on EU component suppliers to provide information on Candidate List substances (Article 33) and comply with substance restrictions (Article 67) when they supply their articles (e.g. components and sub-assemblies) to the next manufacturer in the supply chain. REACH is fundamentally different to RoHS where there is no legal obligation on EU suppliers to provide information on the RoHS compliance status of their components and sub-assemblies.
Development of BOMcheck.net has been led by Siemens and other large global electronics manufacturers to enable suppliers to manage compliance with their REACH obligations to:
- provide Candidate List substance declarations from October 2008 (Article 33)
- comply with substance restrictions from June 2009 (Article 67)

How the web database works
The BOMcheck declarations tool helps suppliers to complete their substance declarations by:
- Explaining the particular REACH requirements and RoHS regulations that apply to each substance and any exemptions that apply. If the part contains a Candidate List substance > 0.1% w/w then BOMcheck automatically attaches the required information on safe use to the supplier’s part number declaration
- Highlighting where the substances are commonly found in electrical and electronic equipment
- Providing information on alternative substances, where available
- Setting up electronic signature arrangements so that the supplier's electronic records on BOMcheck are equivalent to paper records with handwritten signatures
Manufacturers can use the database to:
- Check a Bill of Materials (BOM) parts list for REACH and RoHS compliance. The manufacturer uses a CSV parts list to select supplier data from the database. This parts list is not stored on the database and there is no possibility for one manufacturer to see another manufacturer's data
- Download a BOM compliance report as a pdf, CSV or XML file. The files contain the electronic signature for each supplier and list their declarations for part numbers on the BOM
- Download all parts compliance data from BOMcheck as CSV or XML file. The files contain the electronic signature for each supplier and URL links to supplier test reports on BOMcheck.net. This enables manufacturers to run an excel macro to download all supplier test reports

Subscription costs
Membership of BOMcheck is free for manufacturers provided they agree to send a letter to their suppliers to require them to comply with their REACH requirements by joining BOMcheck. ENVIRON provides a standard letter which manufacturers can adapt and use.
Each supplier pays a low-cost subscription of 300 Euros per year to join BOMcheck. The supplier pays their subscription by credit card on BOMcheck.net at the same time as it confirms the electronic signature arrangements. ENVIRON will provide free membership of BOMcheck for small suppliers with a turnover of less than 3,000,000 Euros and where the manufacturer purchases less than 50,000 Euros per year.
Once a supplier has joined BOMcheck they can use their membership to meet REACH requirements for all of their other manufacturing customers as well. Many suppliers have their own supply chains. These suppliers can set up a free manufacturer account with BOMcheck to manage receipt of REACH and RoHS substance declarations from their own suppliers.
