Substances declarations web database for REACH, RoHS, Batteries and Packaging compliance

A wide range of OEMs, distributors and contract manufacturers are using BOMcheck to manage substance declarations from their supply chains for REACH, RoHS, Batteries and Packaging compliance. The centralised open-access database is the only realistic way to manage compliance with the new declarable substances of very high concern (SVHCs) which will be added to the REACH Candidate List every 6 months from August 2009. The European Chemicals Agency intends to add about 25 new substances per year to the list!

How the web database works

There are two types of account on BOMcheck. Companies in the middle of the supply chain will need both accounts:

  • A supplier account which provides access to the BOMcheck expert guidance and declaration tool to generate and maintain substance declarations on the database for the part numbers that you supply to your customers. You can choose to make some part number declarations confidential to certain customers. You can also e-mail substance declarations data directly from BOMcheck to any of your customers who do not yet have a manufacturer account.
  • A manufacturer account which provides access to download all substance declarations data from the database, for example, for the part numbers that you buy from your suppliers. Large customers like Siemens and Philips have decided not to receive REACH compliance information individually from each of their suppliers every 6 months when a new REACH list is published. Instead, they require all of their suppliers to comply with these REACH requirements by joining BOMcheck.

Regulatory compliance tool for suppliers

Suppliers save time and effort because they do not have to keep track of new substance restrictions, declaration requirements and exemptions. Instead, BOMcheck notifies suppliers when they need to take action and provides expert guidance for suppliers to follow. Benefits to suppliers include:

  • Easy-to-use declaration tool includes expert advice which guides the supplier to generate and maintain their substances declarations. Suppliers save time by generating one substance declaration for a product family which is manufactured from the same set of materials, and then attaching the list of part numbers in the product family. The tool highlights where the REACH and RoHS substances are found in hardware equipment, how the restrictions and declarations requirements apply, the exemptions, the Batteries restrictions and the Packaging restrictions. Following the expert guidance reduces the need for expensive sample testing under the new RoHS Directive.
  • Electronic signature arrangements so that the supplier’s electronic records on BOMcheck are equivalent to paper records with handwritten signatures. Suppliers can also attach chemical test certificates PDF to validate their substance declarations.
  • Suppliers receive e-mail notifications when the REACH, RoHS, Batteries and Packaging requirements change. Suppliers login and follow the expert guidance and easy-to-use declaration tool to update the substance declarations for their product family parts lists.

Supply chain management tools

BOMcheck provides unique tools to manage substance declarations across the entire supply chain, including:

  • Mapping tool which maps the supplier part number against the OEM or distributor part number. When the supplier updates the declaration status of their part number this automatically updates the declaration status of all mapped part numbers.
  • Assembly part number tool which links one assembly part number to multiple part numbers from different suppliers. When a supplier updates the declaration status of any of these part numbers, this automatically updates the declaration status for the whole assembly.
  • REACH Article 33 customer report tool calculates the overall concentration of SVHCs in an assembly of part numbers from different suppliers. Manufacturers can generate a PDF report including information on safe use and other notes from the manufacturer about particular SVHCs in the assembly. The reporting tool enables manufacturers to use the expert guidance on BOMcheck to take a risk assessment approach to any gaps in supplier part number data.

Subscription costs

A manufacturer account is free provided you agree to send a letter to your suppliers asking them to comply with their REACH requirements by joining BOMcheck. ENVIRON provides a standard letter which you can adapt and use. BOMcheck notifies you when your suppliers join the database.

A supplier account costs 300 Euros per year – one fee enables all your customers on BOMcheck to access your substance declarations data for REACH, RoHS, Batteries and Packaging. You can also e-mail substance declarations data directly from BOMcheck to any of your customers who do not yet have a manufacturer account. Most suppliers also have their own supply chains. These suppliers can set up a free manufacturer account to use BOMcheck to gather REACH, RoHS, Batteries and Packaging substance declarations from their supply chains.
